In order to follow the OA in horizon 2020, it was scheduled that all scientific publications and related data that result from research funded by public grants must be accessed and shared to the whole society without any restrictions. In order to implementing this goal, an initiative for the OA publishing was launched in 2018, named Plan S, which was supported by Coalition S, an international consortium of research funding to make the OA to research publications. The idea introduced after the Berlin declaration on the OA (2004) that have emphasized to access and share research outputs and their related data. Therefore, national and international organizations made some decisions in order to support this plan. According to our evaluations, it is reveal that regarding to several actions in recent decades on the OA, some considerations on the publication copyrights and their ownerships especially outputs generated form publicly funded research are continued. On the other hand, with emphasize of Coalition S protocol to access to the research outputs and their related raw data, some critical considerations should be stated, include organizational, individual, legal, behavioral, and cultural parameters. Consequently, due to all of these challenges, it seems that universal demand on open science and access to the scientific literature has been increased in the recent years, therefore, research policy makers and funders might to consider their situation concerning this decision.}, keywords = {Open access,SCIENTIFIC RESEARCH,Plan-S,Coalition S,Research data}, title_fa = {طرح شوک: الزامات و چالش‌ها}, abstract_fa = {جنبش دسترسی آزاد در دهه 1990 با هدف دسترسی به همه یافته‌های علمی شروع شد. در چشم‌انداز این جنبش در 2020، قرار بود تمامی یافته‌های علمی که از پژوهش‌هایی که با بودجه عمومی حمایت می‌شوند بدون محدودیت و برای استفاده همه افراد به همراه داده‌های پژوهشی آنها در دسترس باشند. به منظور اجرای این هدف، ابتکاری  برای دسترسی به انتشارات علمی با عنوان طرح شوک (پلان اس) در سال 2018 ارائه شد که مقرر شد توسط کنسرسیومی با حمایت سازمان‌های بین‌المللی حامیان پژوهش‌ها تحت عنوان ائتلاف اس اجرایی شود. این ایده پس از آن مطرح شد که در نتیجه نشست 2004 این جنبش در برلین مقرر گردید علاوه بر یافته‌های علمی، داده‌های خام این پژوهش‌ها نیز باید در دسترس باشد. از همین رو سازمانهای ملی و بین‌المللی و حامیان پژوهش‌ها تصمیماتی برای حمایت از این طرح انجام دادند. بررسی‌ها نشان می‌دهد که با وجود اقدامات و راهبردهای متنوعی که برای دسترسی آزاد به پژوهش‌های علمی طی دو دهه گذشته انجام شده است، هنوز ملاحظاتی متعددی در خصوص حق انتشار و مالکیت مقالات منتشر شده و به خصوص مقالاتی که از بودجه عمومی حمایت می‌شوند، وجود دارد. از طرف دیگر، با وجود تاکید ائتلاف اس مبنی بر دسترسی به بروندادهای پژوهشی و داده‌های خام آنها، مسائل متعددی وجود دارد که باید مورد توجه قرار گیرد از جمله مسائل سازمانی، فردی، حقوقی، رفتاری و فرهنگی. با وجود همه چالش‌ها به نظر می‌رسد که مطالبه جهانی در خصوص علم باز و دسترسی به یافته‌های علمی طی سال‌های اخیر افزایش یافته و حامیان مالی و سیاستگذاران پژوهشی ناگزیر به دنبال راهی برای اجرای آن هستند.  }, keywords_fa = {دسترسی آزاد,پژوهش‌های علمی,طرح شوک,پلان اِس,ائتلاف اِس,داده‌های پژوهشی}, url = {https://www.sciencecultivation.ir/article_244133.html}, eprint = {https://www.sciencecultivation.ir/article_244133_69466ae9f9511704c732c36b7126e4b2.pdf} }
