Networking and Institutional Synergy of Scientific Societies

Abstract
In the era of scientific specialization and the complexity of transdisciplinary issues, the transition from the isolated activities of scientific societies toward institutional networking and synergy is a strategic imperative. Adopting a historical-analytical approach, this article examines the roots of the formation of scientific societies worldwide and in Iran. It explains the development of "Federations of scientific societies" or "society of societies" as a response to this imperative. Global experiences from the International Science Council (ISC) and specialized federations (unions) such as IUPAC and FASEB demonstrate that institutional convergence, while preserving the independence of members, provides the capacity to address the complex issues.
In Iran, the evolution of scientific societies from the era of the comprehensive University of Gondishapur to the Nezamiyeh schools, and then from the Dar ul-Funun era to the present, has reached a stage of quantitative maturity (nearly 600 scientific societies), making networking inevitable. The establishment of the Council of Iranian Scientific Associations (CISA), the pioneering experience of the Federation of Iranian Biological Sciences (FIrBS), and the societies subsequently formed as non-governmental organizations offer a practical model for this synergy. The article emphasizes that institutional networking within a tripartite framework comprising an "umbrella council", "convergent federations" and "specialized societies" with a precise division of responsibilities (federations engaging only in matters beyond the capacity of a single society), constitutes an effective strategy for advancing science in the country. Finally, recommendations are offered to develop legal frameworks, establish an umbrella council for federations, support the membership of societies within federations, and strengthen connections with international networks to steer Iran's science ecosystem toward greater dynamism and effectiveness.
