ویژگی های خوشه های صنعتی و اثرات آن در توسعه منطقه ای

چکیده

هدف از این مقاله معرفی خوشه های صنعتی از طریق رجوع به ویژگی های آن و واکاوی نحوه اثر گذاری این گونه از تجمعات صنعتی بر توسعه منطقه ای می باشد تا بدین ترتیب در وهله نخست چارچوبی جهت شناسایی خوشه های صنعتی حاصل آید و در وهله دوم کانال های اثرگذاری خوشه های صنعتی بر توسعه منطقه ای مشخص گردد. در این راستا در این مطالعه بر اساس روش تحقیق توصیفی- تحلیلی و بر مبنای مطالعه کتابخانه ای، ابتدا مفهوم خوشه های صنعتی مورد بحث قرار گرفت و سپس ویژگی های مربوط به آن دسته بندی گردید و سپس بر مبنای ویژگی های مذکور، نقش این تجمعات در توسعه مناطق مورد واکاوی قرار گرفت. نتایج حاصل از این بررسی ها نشان میدهد که اولا برای شناسایی خوشه های صنعتی بر مبنای ویژگیهای این تجمعات بایستی به ویژگیهای کالبدی شامل تمرکز جغرافیایی صنایع، تقسیم کار فزاینده و وجود نیروی کار متخصص، وجود فناوری و نهادهای عینی تامین کننده خدمات پشتیبان خوشه و وجود تاسیسات زیربنایی و ویژگی های فعالیتی شامل پیوندهای اقتصادی، پیوندهای فناوری و پیوندهای نهادی توجه نمود و ثانیا خوشه های صنعتی دارای اثرات مختلف اجتماعی، اقتصادی و کالبدی بر مناطق بوده و از طرفی با کارآفرینی بسزایی همراه بوده و می توانند با ایجاد صرفه های مختلف اقتصادی و خلق ایده های نو منجر به ایجاد مزیت های رقابتی در روند جهانی شدن گردند و از طرفی دیگر باعث شکل گیری و ارتقای دسته ای از نهادهای اجتماعی و روابط مابین آنها در درون مناطق در بر گیرنده شده و بدین ترتیب زمینه را برای تقویت سرمایه اجتماعی و ارتقای جامعه مدنی فراهم آورند.

چکیده [English]

The aim of this paper is introducing industrial clusters by referring to its characteristics and analysis their role in regional development in order to firstly achieving to a framework for identifying industrial clusters and secondly determine the influence of industrial clusters on regional development. In this regard, in the first stage industrial clusters concept reviewed and in the second one the industrial clusters characteristics classified and in the last stage the role of them analysis. Results indicate that attention should be paid to the physical (geographical concentration, increased division of labor, existence of skilled workers, existence of technology and objective institutions and existence of infrastructure) and operational (economical linkage, technological linkage and institutional linkage) characteristics for identifying industrial clusters. In addition, industrial clusters have different economic, social and physical impacts on regional development such as more entrepreneurship, economic efficiency, competitiveness advantage in globalization process and finally institutional, social capital and civil society improvement.
