The world today stands at a critical juncture of scientific and technological transformation, where nations' capacities to develop resilient sciences and technologies have become the principal determinants of their power, sustainability, and ability to shape the future. Resilience is no longer merely an environmental or crisis-centered concept; rather, it has evolved into a national strategy for managing scientific, economic, and social complexities and for navigating growing uncertainties. Within this framework, national science policy should be redesigned on the basis of convergence among basic sciences, engineering, biotechnology, data science, the bioeconomy, and the humanities. At the heart of this strategy lies the development of wise, creative, capable, and ethical human capital. Cultivating a new generation of scientists and researchers equipped with systems thinking, resilient emerging sciences, and ethical values is essential for the effective governance and advancement of the nation.
Accordingly, strategic investment in basic sciences, as a form of scientific exploration into the invisible and unknown dimensions of nature, constitutes the foundation for the expansion of strategic knowledge and advanced resilient technologies. Simultaneously, the development of research infrastructures, sustained support for interdisciplinary research, and the creation of attractive career pathways for scientific talent are indispensable for preventing brain drain and strengthening the country's innovation ecosystem and national security.
In the domain of science governance, transparency in science policy, genuine partnerships between universities and industry, and equitable systems for supporting, valuing, and retaining scientific talent should be pursued as national priorities. Human resource development should be designed to foster systems thinking, creativity, lifelong learning, adaptability, and resilience.
Ultimately, resilient sciences and technologies are an imperative whose realization depends upon investing in knowledgeable people, fundamental science, and a long-term commitment to the future of science and pioneering research.
